160+ Organizations Across California Unite Behind Prop 45 to Lower Costs and Build the Essential Projects Californians Need

The rapidly growing coalition of civil rights leaders, healthcare providers, affordable housing advocates, clean energy builders, water providers, agricultural groups, and business organizations unites behind Yes on 45 to lower costs and build essential projects faster

Sacramento, CA — Support continues to surge for YES on Prop 45, with more than 160 organizations across California now backing the statewide ballot measure to lower costs and build essential housing and infrastructure faster – saying the state’s cost of living is out of control because California is failing to deliver the basics its families need.

Prop 45 streamlines approvals for the essential projects California depends on most: housing, water infrastructure, clean energy, transportation, hospitals and health care facilities, schools, broadband, and wildfire prevention, by establishing clear, enforceable timelines and greater accountability while fully preserving local control and California’s strong environmental, labor and tribal cultural resource protections.

“This coalition looks like California, because Prop 45 is about a problem every single Californian feels: addressing our high cost of living,” said Jennifer Barrera, President and CEO, California Chamber of Commerce. “Prop 45 will cut the years of unnecessary delay standing between families and the housing, clean energy and water infrastructure we need. That’s the kind of common ground California needs right now.”

The costs of delay are significant. Permitting delays alone add more than $75,000 to the cost of a new home in California, driving up rents and mortgages and putting homeownership further out of reach. Endless delays in building clean energy and electric grid infrastructure drive up electricity bills for working families, too. Prop 45 helps lower housing costs by getting homes built faster and more affordably, and it helps lower electricity costs by accelerating the projects needed to deliver reliable, affordable energy.

The growing coalition reflects an increasingly broad and diverse cross-section of Californians, including civil rights leaders, healthcare providers, affordable housing advocates, clean energy builders, water providers, agricultural groups, and business organizations united behind a common goal: making California more affordable and delivering the essential projects communities need.

“Every day a housing project is tied up in an unnecessary delay, families pay more in rent, more for a mortgage, or lose the chance to buy a home at all,” said Jenna Abbott, Executive Director , California Council for Affordable Housing.  “Prop 45 gets homes built faster and more affordably, without sacrificing our world-class environmental standards and labor protections. The depth of the coalition shows that lowering housing costs isn’t a niche issue, it’s a statewide priority.”

“California can’t meet its climate goals if clean energy projects keep getting tied up for years in bureaucratic red tape and delays. Prop 45 modernizes that process so we can build the clean energy infrastructure that California needs, faster and more affordably,” said Alex Jackson, American Clean Power California.

Years of bureaucratic delays add billions in cost overruns for roads, schools, hospitals, water systems, and wildfire prevention projects — forcing taxpayers to pay more for less. In fact, 76% of the nonresidential projects reviewed in 2025 that would have qualified for Prop 45 streamlining were public works projects. Prop 45 cuts costly delays, reduces waste, and helps keep public projects on time and on budget.

“Working families and communities of color pay the highest price when essential projects like housing, clean energy, water, health care facilities, and transportation take years longer and cost millions more than they should. Prop. 45 is about accountability, not shortcuts, creating a smarter process that gets these projects built sooner while protecting civil rights and environmental safeguards, so the communities that have waited the longest finally see the investment and infrastructure they deserve,” said Dr. Rick L.
